2007年1月，第三次全国金融工作会议召开。此次会议提出加强金融监管、推进国有银行改革和农村金融改革、发展证券和保险市场、加强宏观调控等原有议题，同时，增加了推进金融业对外开放、强调外汇储备管理、发展债券市场等新内容。
曾刚指出，会议还提到了及时处置中小金融机构风险，建立防范化解地方债务风险长效机制，未来一段时间需要通过制度不断完善，以及采取各种方案，进一步有效及时发现和处置相关风险，保证整个体系平稳运行。
