当地时间2024年12月29日，美国前总统卡特逝世，终年100岁。卡特担任总统期间的诸多外交成就中，最引人注目的当数推动中美建交。
忆及卡特，美国弗吉尼亚大学名誉教授雷朴实(Bruce Reynolds)在接受中新网采访时表示，卡特为人正直、聪颖，他训练有素，且做事尽心尽力，是一个以事实和分析做判断的人。
雷朴实指出，卡特一生都在倡导和平，始终坚信应该做正确的事，他的勇气有助于推动中美两国建交。卡特坚信，这些举措是正义之举。(薛凌桥)
Jimmy Carter, who served as the 39th president of the United States from 1977 to 1981, died on Dec. 29, 2024, at the age of 100. Among Carter's many diplomatic achievements during his presidency, perhaps the most notable was promoting the establishment of diplomatic relations between the U.S. and China.
Recalling former U.S. president Jimmy Carter, Bruce Reynolds, a professor emeritus from the University of Virginia (UVA), told China News Network that Carter is a man of morality, intelligence. He is well-trained with committed attitude throughout his career. Besides, he is a man believed in facts and analysis.
Reynolds further pointed out that Carter is committed to making peace all his life and he is persisted in doing right things. He added that it is Carter’s courage that makes the establishment of the diplomatic relations between the U.S. and China possible, In the eyes of Carter making peace represents doing right things . 25。加强涉外人才服务保障。支持出入境人员综合服务“一站式”平台建设，为外籍高层次人才投资创业、讲学交流、经贸活动等提供出入境便利。对在自贸试验区工作的外籍高层次人才、外籍技术技能人才等重点群体，提供签证、工作许可、居留和永久居留、驾照转换等便利服务，不断提升服务质量。支持自贸试验区大力发展人力资源服务业，创建国家级人力资源服务产业园和人力资源服务出口基地，引进培育一批高水平人力资源服务机构。
4。推动投资自由化便利化。健全外商投资服务保障机制，切实保障外商投资企业依法公平参与政府采购、招投标、标准制定等事项，支持符合条件的企业平等享受产业和区域发展政策。鼓励设立外资研发中心，在研发费用、专职研发人员数量、购置设备等方面降低准入门槛。支持采取“平台+园区”、“机构+企业”的共享开放合作发展模式，建设国别产业合作园区。
《方案》提出，赋予新疆自贸试验区更大改革自主权，深入开展差别化探索，培育壮大新疆特色优势产业，明确了打造一流营商环境、提升贸易便利化水平、做大做强传统优势产业、强化与周边国家经贸合作等25个方面的具体举措，努力将新疆自贸试验区建成营商环境优良、投资贸易便利、优势产业集聚、要素资源共享、管理协同高效、辐射带动作用突出的高标准高质量自由贸易园区。
